Connecting a new housing development to the water mains is a series of well-defined steps. The first step is knowing that the capacity exists. The last step is adoption and handover. In between sit a sequence of design, agreement, civils, and commissioning activities that can take six to nine months end to end.
This guide is a practical walkthrough for developers working on housing and high-rise residential schemes.
Step One: Capacity Enquiry
Before any design work, find out whether the water company’s existing network has capacity for your development.
Submit a pre-development enquiry to the water company, including:
Site location and boundary.
Number of plots and expected unit types.
Estimated peak demand.
Indicative programme.
The water company responds with:
Confirmation of whether capacity exists.
If capacity is limited, what network reinforcement would be needed.
An indicative cost and programme for the reinforcement, if required.
Capacity enquiries typically take three to six weeks. Reinforcement studies can take longer.
Step Two: Route to Market
Decide between the incumbent wholesaler and a Self-Lay Provider (SLP). For developments above around 15 plots, the SLP route is usually the better choice on cost and programme, as explained in our new water mains for residential developments guide.
Under the SLP route, the SLP designs and installs the new main to the water company’s specification. The water company then adopts the main and pays the developer an infrastructure charge contribution.
Under the wholesaler route, the water company designs and installs the main directly. The developer pays the full infrastructure charge with no contribution.
Step Three: Design
The SLP or water company produces the detailed design:
Route of the new main through the site.
Pipe sizing based on peak potable demand and fire flow.
Connection point to the existing water company main.
Fire hydrant positions in agreement with the fire authority.
Plot service positions.
Pressure testing and disinfection plan.
Reinstatement specification.
The design must be approved by the water company before construction begins. Allow four to eight weeks for design and approval.
Step Four: Self-Lay Agreement or Requisition Agreement
A Self-Lay Agreement (for the SLP route) or Requisition Agreement (for the wholesaler route) is signed. The agreement covers:
The works.
The fees and infrastructure charge arrangements.
The inspection regime.
The adoption criteria.
The warranty period.
Typical time from design submission to signed agreement: six to twelve weeks.
Step Five: Site Preparation
Before the SLP or water company team arrives on site:
Road levels at or near final position.
Plot positions marked out.
Service corridors clear.
Traffic management in place for any public highway work.
Step Six: Main Installation
The main is typically 90mm, 125mm, or 180mm MDPE depending on the development size. It is laid in trenches 750mm to 1200mm deep, jointed by electrofusion.
Air valves, isolation valves, and washouts are installed at appropriate points. Fire hydrants are fitted at agreed positions.
Typical installation on a 50-plot site: two to four weeks.
Step Seven: Pressure Testing and Disinfection
The main is pressure-tested at 1.5 times the maximum operating pressure. Any leaks require repair and re-test.
After pressure test, the main is chlorinated, flushed, and sampled. Samples go to a certified laboratory for bacteriological testing. Results take 48 to 72 hours.
Both tests must pass before the main can be tied into the water company’s supply.
Step Eight: Tie-In to Public Main
The tie-in to the existing water company main is usually carried out by the water company or under their direct supervision. This is a short-duration activity (typically one day) but requires advance notice and coordination.
After tie-in, the new main is commissioned and charged with water.
Step Nine: Plot Services
Individual plot services are fitted as plots approach handover. Each service is typically 25mm MDPE from the main to a boundary box on the plot, with a stopcock and meter position.
Plot services can be fitted in batches as the build programme allows.
Step Ten: Meter Fitting and Supply Activation
Each plot’s meter is fitted at or near handover, and the supply is registered to the property. The retail water supplier sets up the account.
Step Eleven: Adoption
After all plot services are fitted and documentation is complete, the water company carries out an adoption inspection, often alongside the Section 104 adoption process for the foul and surface water sewers. If satisfactory, they issue an adoption certificate.
For SLP networks, this triggers payment of the infrastructure charge contribution to the developer.
Typical Timeline
For a 50-plot development via the SLP route:
Capacity enquiry to Self-Lay Agreement: 12 to 18 weeks.
Main installation: 3 to 5 weeks.
Testing and commissioning: 2 to 3 weeks.
First plot service: 16 to 20 weeks from start.
Adoption: 8 to 12 weeks after final plot service.
Infrastructure charge contribution payment: within one to two months of adoption.
Costs
Typical all-in costs for a 50-plot development:
Main installation: £40,000 to £80,000.
Water company fees (application, inspection, infrastructure): £25,000 to £60,000.
Less: SLP infrastructure charge contribution on adoption: £10,000 to £25,000.

Common Pitfalls
Late capacity enquiry. Reinforcement works discovered late can delay the programme by months.
Design variations without approval. Always secure water company sign-off before changing approved design.
Poor test record-keeping. Missing paperwork blocks adoption.
Unclear fire hydrant positioning. Lock positions with the fire authority before construction.

A well-run housing development water connection engages the water company before the masterplan is finalised, designs the main alongside the road layout, installs to an approved specification with complete records, and achieves adoption within two months of the final plot service. The infrastructure charge contribution lands in the developer’s account shortly after adoption.
