Installing a new water main on a residential development is a regulated process that runs in parallel with the build. The sequence is: design, approval, installation, pressure testing, plot connections, commissioning, and adoption. This guide walks through each stage and the key decisions that shape cost and timeline.
Starting Point: Self-Lay or Wholesaler
The first decision is whether the main will be installed by the incumbent water wholesaler or by a Self-Lay Provider (SLP) in accordance with the Water Regulations 1999 and the Self-Lay Code of Practice.
Wholesaler route. The water company designs, installs, and adopts the main directly. Simpler administratively, but often slower and more expensive on medium and large sites.
Self-Lay route. An accredited SLP designs and installs the main to the water company’s specification. The water company then adopts it and pays the developer an infrastructure charge contribution. Phase One: Design
Water main design starts from the development masterplan and the expected peak demand. The designer produces:
A route plan showing the main through the site, including connection points for each plot.
Pipe sizing calculations based on peak flow and pressure.
Fire hydrant positions and spacing (required by the local fire authority), sized as covered in our commercial water and fire hydrants article.
Connection point to the existing water company main.
Pressure test and disinfection plan.
Reinstatement specification.
The design must meet the water company’s published technical standards and is submitted for their approval before construction.
Typical design duration: four to eight weeks including water company review.
Phase Two: Self-Lay Agreement
If the self-lay route is chosen, a formal Self-Lay Agreement is signed with the water company. This sets out:
The agreed design.
The fees payable.
The inspection regime.
The infrastructure charge contribution payable by the water company to the developer on adoption.
The adoption criteria.
The warranty period.
Phase Three: Mobilisation and Site Preparation
Before the SLP arrives on site, the site needs to be ready for water main installation:
Road levels at or near final position.
Plot boundary positions finalised.
Service corridors clear of other utilities.
Traffic management arrangements in place for any public highway work.
Phase Four: Main Installation
A new water main is typically MDPE (Medium Density Polyethylene) of 63mm, 90mm, 125mm, or 180mm diameter depending on the development size and fire flow requirements.
The main is laid in a trench 750mm to 1200mm deep, jointed by electrofusion, and protected with a warning tape above.
Air valves, isolation valves, and washouts are installed at appropriate points. Fire hydrants are fitted per the fire authority’s requirements.
Typical installation time on a 100-plot site: three to six weeks for the main, with plot services running in parallel.
Phase Five: Pressure Testing and Disinfection
Once laid, the main is pressure-tested at 1.5 times the maximum operating pressure for a specified hold period. Any leaks or failures require remedial work before re-testing.
After a successful pressure test, the main is chlorinated and flushed to disinfect the pipe. Water samples are sent to a certified laboratory for bacteriological testing. Results typically take 48 to 72 hours.
Only when both pressure and bacteriological tests pass can the main be connected to the water company’s supply.
Phase Six: Plot Connections
Once the main is live, individual plot services can be fitted. Each service is a 25mm MDPE pipe from the main to a boundary box on the plot, with a stopcock and meter position inside the boundary.
Plot connections are typically fitted in batches as plots approach handover.
Phase Seven: Commissioning
The final commissioning step links each plot’s internal plumbing to the boundary box, with a meter fitted and the supply registered to the property.
This step is usually handled by the building contractor’s plumber, with meter fit arranged through the water company.
Phase Eight: Adoption
Adoption happens after all testing is complete and documentation is in order, typically alongside the Section 104 adoption of foul and surface water sewers. The water company issues a formal adoption certificate and takes ownership of the main.
For self-laid networks, this triggers payment of the infrastructure charge contribution to the developer, typically several hundred pounds per plot.
Timelines
Typical milestones on a 50-plot SLP-led residential development:
Design and Self-Lay Agreement: eight to twelve weeks.
Main installation: three to five weeks.
Pressure and bacteriological testing: two to three weeks.
First plot connection: around twelve weeks from the start of detailed design.
Adoption: six to ten weeks after the last plot is connected.
Common Problems
Late design changes forcing re-routing. Lock plot positions before service design.
Inadequate pressure test records blocking adoption. Keep clean records from day one.
Contaminated test samples forcing re-disinfection. Protect the main from ingress during installation.

What Good Looks Like
A well-run water main installation hits design approval by week eight, completes main installation by week sixteen, passes testing first time, connects plots on the build programme’s schedule, and achieves adoption within two months of the last plot connection. The developer receives the infrastructure charge contribution shortly after adoption, which contributes meaningfully to the project’s final account.
