Unlike gas disconnection, which has a single well-defined safety risk, electricity disconnection has several moving parts: the meter, the supply point, and sometimes network-owned equipment within the property. Who Does What

The Distribution Network Operator (DNO) or Independent DNO (IDNO) owns the network and handles service disconnections and substation works. The seven UK DNOs are UK Power Networks, Western Power Distribution (National Grid ED), SSEN, Northern Powergrid, Electricity North West, SP Energy Networks, and NIE (Northern Ireland).

The Process for Service Disconnection

A typical service disconnection runs:

Step one: Identify the DNO or IDNO responsible for the supply. This can be confirmed through the MPAN (Meter Point Administration Number) or by checking the ENA (Energy Networks Association) database.

Step two: Submit a disconnection application to the DNO. Each DNO has its own forms and portal.

Demolition or redevelopment programme (for demolition disconnections).

Asbestos survey if applicable.

Access arrangements.

Safety Considerations

Several safety considerations apply.

Lockout/tagout. The isolated supply must be physically locked and tagged to prevent accidental re-energisation.

Verification. Electrical dead-testing must confirm isolation before any demolition work near the supply.

Cable awareness. Buried cables may remain in the ground after service disconnection. CAT and Genny surveying before excavation is essential.

Substation relocation. Sometimes a substation must be moved to allow redevelopment, not decommissioned.

For any site with a substation, early engagement with the DNO is essential. A substation may significantly constrain development options.

Temporary Disconnection vs Full Disconnection

Some projects need temporary disconnection rather than permanent. Reasons include:

Redevelopment where a new supply will be needed within months.

Major refurbishment.

Change of use requiring supply upgrade.

Temporary disconnection typically keeps the service cable in place but with the supply isolated. A subsequent reconnection is easier and cheaper than a new connection.

For permanent demolition, full service disconnection is required.

After Disconnection

Once disconnection is complete:

The service cable may be removed or left in place, depending on the DNO decision.

The customer account is closed.

No further charges accrue.

The DNO records the disconnection for future network reference.

If the site is redeveloped, a new connection will be required. Depending on the capacity needed and network conditions, the new connection may be simpler or more complex than the old one.

Common Pitfalls

Several issues come up repeatedly.

Confusing meter removal with service disconnection. Removing only the meter is insufficient for demolition.

Starting the process too late. Electricity disconnection lead times are often longer than gas. 4-6 months is not unusual for commercial sites.

Failing to coordinate with the DNO on substation work. Substation decommissioning can block development for months if not addressed early.

Poor documentation. Incomplete applications cause delays.

Underestimating cost. Large commercial disconnections can cost £10,000+.

Not planning for cable isolation verification during demolition.

Special Case: HV Disconnections

For sites with HV supplies (typically industrial, large commercial, or sites with customer substations), disconnection is a specialist activity.

Oil-filled transformers require specialist draining and disposal.

SF6 switchgear requires specialist gas recovery.

Cable testing and certification is thorough.

HV disconnection costs are typically £10,000 to £50,000+ and timescales are 4-9 months.
