Interim vs Permanent Reinstatement

What every site manager should understand before the first cold patch goes down. Read the full guide for detail.

Purpose
Interim: same-day temporary repair to make the site safe and trafficable. Permanent: final, warrantable reinstatement that matches or exceeds the original surface.
Materials
Interim: cold-lay bituminous material, laid and rolled. Permanent: hot-lay asphalt (AC20 binder, AC10/SMA surface) or matched modular surfaces to SROH 4th edition.
How long interim can stay
Up to 6 months on the public highway under NRSWA. Longer retention risks Section 74 charges and highway authority enforcement. We always programme the permanent works within this window.
Guarantee period
Interim: none. Permanent: 2 years from completion (3 years where the excavation exceeds 1.5m depth), per SROH.
Inspection
Interim: no formal inspection required. Permanent: highway authority can carry out Category A, B, and C inspections during and after works.
Who pays
Both are included in the undertaker's scope on the public highway. On private land, both are itemised in the USP quote up front.

Frequently Asked Questions

Interim reinstatement is a temporary patch, typically cold-lay bituminous, that makes an excavation safe and trafficable on the same day. Permanent reinstatement is the final, warrantable repair using hot-lay materials to SROH 4th edition standards. On the public highway, interim reinstatement can stay in place for up to six months before permanent reinstatement must be completed. Read our interim vs permanent reinstatement guide for detail.
USP guarantees all reinstatement works for two years from completion, in line with the Specification for the Reinstatement of Openings in Highways (SROH) 4th edition. For excavations deeper than 1.5 metres, the statutory guarantee period extends to three years. If any failure occurs within the guarantee period, we return to site and remediate at no cost to the client.
For public highway works, reinstatement is included in the connection contract and is the undertaker's responsibility. For private land, reinstatement is usually quoted separately and included in the overall contract price. USP always itemises reinstatement in the quote so there are no surprises.
Yes. We identify the original manufacturer and product range from a sample, source matched blocks, bricks, or slabs direct from the manufacturer where still in production, and lay them to the original pattern. Where the product is discontinued, we agree the closest match with the client in writing before works proceed.
Yes. All USP reinstatement operatives hold current qualifications on the Street Works Qualifications Register (SWQR), including Unit 2 (excavation), Unit 10 (reinstatement in modular surfaces), and Unit 11 (reinstatement in bituminous materials). Supervisors hold the SROH qualification. We can provide registration numbers on request.
Yes. USP is a registered upper-tier waste carrier with the Environment Agency. Spoil is classified, removed using our own grab lorries and tippers, taken to licensed facilities, and recycled where possible. Every load is accompanied by a Waste Transfer Note and full duty-of-care paperwork is supplied to the client on completion. See our muck away and spoil removal page.
Yes. For highway works intended for adoption under Section 38 or Section 278 agreements, we reinstate to the specification required by the local highway authority and provide the as-built records and testing documentation needed for the formal adoption process.
